Ramsey/Washington Recycling & Energy (R&E) is searching for a Program Supervisor. R&E is a joint powers entity formed by Ramsey and Washington Counties. R&E coordinates recycling and waste programs between the two counties (joint activities) and owns and operates the Ramsey/Washington Recycling & Energy Center (R&E Center) in Newport, Minnesota (recyclingandenergy.org). R&E’s vision is vibrant, healthy communities without waste, and R&E accomplishes its mission through partnerships and innovation.
This position reports to the R&E Joint Activities Manager and will provide leadership to R&E’s communications, outreach, community engagement, and education efforts. This position will supervise the team of staff working on these efforts and will closely collaborate with staff from both counties.

This is professional work including, but not limited to the following:

  • Provide supervision to R&E staff working on communications, outreach, and education (COE) efforts and provide leadership to staff from Ramsey County and Washington County that are collaborating on these efforts.
  • Oversee the development, implementation, and ongoing evaluation of COE efforts of R&E, including:
    • Develop, utilize, and monitor annual work plans for COE.
    • Manage the day-to-day COE activities and coordinate the team working on these efforts.
    • Manage internal communications with Ramsey County, Washington County and R&E for key staff, departments, and the R&E Board.
    • Manage external communications activities to ensure appropriate representation of R&E, accurate public-facing information, and proper media relations.
    • Analyze and evaluate existing program policies and procedures, coordinate the development of new or revised policies and procedures, and ensure their proper implementation. Lead continuous improvement efforts for COE policies and ensure understanding and alignment of policies with Ramsey and Washington counties.
    • Oversee vendor contracts, including the management of existing contracts and the identification and procurement of new vendor needs. Ensure contractual goals are met, vendor deliverables are completed and on time and all program data is collected, analyzed, and reported as necessary.
    • Manage the development, implementation and evaluation of effective strategic program plans, priorities, and goals; including communications, outreach, community engagement and internal operations.
    • Collaborate with county and R&E staff and various stakeholders to maintain connections to other related activities, including county-specific COE priorities.
    • Collaborate with staff from R&E and both counties to identify opportunities to advance progress on R&E goals.
    • Manage the collection and evaluation of program information and data to assemble a variety of reports, charts or manuals and conduct research on special projects.
  • Maintain records and files associated with the program area and ensure compliance with the Minnesota Government Data Practices Act.
  • Work with the Joint Activities Manager to develop, manage and evaluate an annual program budget. Assemble data and compile budget estimates; plan and administer budgetary controls; process budget related paperwork and maintain accounts; monitor department/division payroll and personnel transactions.

Minimum Qualifications:
A valid Class D driver’s license is required.

Education: Bachelor’s Degree in communications, behavioral sciences, environmental health, environmental studies, environmental science, education, community engagement, marketing, public health, the natural sciences, business administration, public administration or a closely related field.

Experience: Five years of experience in public sector service delivery, preferably, but not necessarily, related to communications, behavioral sciences, environmental health, environmental studies, environmental science, education, community engagement, marketing, public health, the natural sciences, business administration, public administration or a closely related field. At least two years of experience supervising staff, which can be part of the five years of public sector experience, or at least two years of private sector supervisory experience in addition to the five years of public sector experience.

Substitution: A Master’s degree in any of the above fields may be substituted for two years of the required experience.
