POSITION TITLE: Water Resource Technician II

PRIMARY OBJECTIVE:
Performs various entry level technical work in areas such as: water quality monitoring, data collection and management, data analysis and reporting, and monitoring equipment maintenance.
POSITION DESCRIPTION:
The Water Resource Technician II is responsible for providing technical assistance to the Monitoring, Research, and Maintenance Division with stormwater monitoring and other data collection of Capitol Region Watershed District. The individual responsibilities will include: the installation, operation and maintenance of monitoring equipment, including stormwater discharges at key outlets to the Mississippi River and stormwater Best Management Practices (BMPs); recording and storing data collected from monitoring program; and monitoring, maintaining, and inspecting District stormwater BMPs. Additionally, this position will assist with monitoring and analysis of District lakes, wetlands, precipitation, groundwater, and projects associated with lake management plans including fish, vegetation, sediment, and lakeshore areas. During the field season, the majority of the Water Resource Technician’s time will be spent outdoors participating in field monitoring and preparing and/or delivering samples to the lab.
ESSENTIAL FUNCTIONS:
- Assist with the implementation of the District’s Monitoring Program.
Responsibilities include installing, operating, and maintaining monitoring equipment necessary to implement the District’s monitoring program. Monitoring will include stormwater discharges at key outlets to the Mississippi River, stormwater BMPs, lake monitoring, precipitation monitoring, and biological monitoring (e.g. wetlands, macroinvertebrates, fish, aquatic and terrestrial vegetation). Frequent (Weekly) confined space entry in storm sewers and stormwater BMPs will be required for this position. - Assist with monitoring, maintaining, and inspecting the District stormwater BMPs. Responsibilities include routine field inspections to assess the function and performance of stormwater-quality BMPs. Perform regular maintenance of BMPs as necessary. Monitor and document the long-term effectiveness of the District’s BMPs.
- Accurately record and store all data collected from the monitoring program.
Manage and analyze collected data in the District’s monitoring data management system, including the WISKI database. Handle all data in compliance with District protocols and perform data QA/QC to ensure a high level of quality and accuracy. - Assist with the reporting of monitoring data and results using written, digital, and verbal communications.
Analyze and report upon data collected through the monitoring program in annual reports, special reports, presentations, and digital formats.
ADDITIONAL FUNCTIONS:
- Provide periodic technical and field support to other District programs including planning, grants, regulatory, facility management, and communications and engagement.
- Stay informed of new and emerging trends in monitoring, stormwater management, and maintenance. Work with District staff and programs to incorporate effective new technology and systems into District programs and projects.
- Maintain collaborative partnerships with local units of government, private entities, consultants and contractors on resource monitoring and maintenance, such as on lakes, aquatic plants, fisheries, wetlands, lakeshore areas, and BMPs.
- Effectively communicate watershed issues and projects at meetings, conferences, before the media, and to other units of government, the Board of Managers, staff, partner organizations, and the public.
- Perform other duties as needed or required.

SALARY: The salary range is from $48,681 – $73,149, plus comprehensive benefits, including 12 paid holidays, paid time off, medical, dental and other insurance benefits, retirement benefits, and limited remote work hours. The anticipated starting salary ranges from $48,681 – $54,798 and depends on qualifications and experience.
MINIMUM QUALIFICATIONS: Limited professional experience (typically less than 2 years) with BA or BS degree or equivalent combined relevant work and education experience.
KNOWLEDGE, SKILLS, and ABILITIES (KSA’s):
General
- Proficiency with a personal computer (PC) and Microsoft software packages for word processing, spreadsheet, database management, and computer-generated graphics. Specifically, but not limited to, Microsoft Excel, Word, PowerPoint, and Teams. The ability to effectively use email, internet applications, and other common software applications.

- Knowledge and experience in hydrology and watershed processes, including hydrologic measurements and calculations.
- Experience with water monitoring equipment, such as ISCO, Global Water, In-Situ, and HOBO automated data loggers and automated water quality samplers.
- Experience with storing, summarizing, and analyzing data, specifically water quantity and water quality data.
- Experience with data management systems, including the WISKI database software, Flowlink,
- Experience in preparing technical reports and papers such as water monitoring reports and/or summaries of flow data.
- Experience using work-specific software, including Kister’s WISKI, Flowlink, HOBOware, VuSitu, and ArcGIS.
- Lifting heavy objects and physical labor will be required. The field work component of this position is significant and includes, but is not limited to: lifting of items weighing 60+ pounds, working inside of confined spaces such as storm sewers and stormwater BMPs, removing debris from stormwater BMPs, installing steel enclosures, hand trenching for cable chases, post hole digging and setting 4”x4”x10’ posts, building platforms to house various monitoring equipment, fabricating enclosures, anchoring cables/probes into storm sewers and using a canoe and/or boat to complete monitoring work on open water. Proper training will be provided to complete these technical tasks safely and proficiently.

RESPONSIBILITY FOR PUBLIC CONTACT: Moderate level of public contact requiring tact, courtesy and good judgment.
