Annual Salary Range: $61,457 – $91,277

Ramsey/Washington Recycling & Energy (R&E) is seeking a program coordinator to provide professional program coordination for Ramsey/Washington Recycling & Energy joint county programs. This position will work closely with R&E staff, Ramsey County and Washington County staff, and R&E consultants to design, implement, and coordinate programs while also tracking progress and evaluating effectiveness. 

 R&E is a joint powers entity formed by Ramsey and Washington Counties. R&E coordinates recycling and waste programs between the two counties (joint activities), and owns and operates the Ramsey/Washington Recycling & Energy Center in Newport Minnesota (www.morevaluelesstrash.com).  

The ideal candidate will be a highly motivated, self-directed professional with strong interpersonal skills and an understanding and appreciation of the background work necessary to make waste and recycling programs a success.  Knowledge of the solid waste system in the East Metro area and county solid waste master plans for waste management is important in being able to carry out this work.

This is professional work, primarily in these areas:

  1.   Collaborate with staff from Ramsey County, Washington County, and R&E on program design, implementation, and evaluation. 

  2.    Collaborate with staff from R&E and Counties, as well as external partners and vendors, to develop and disseminate effective communications strategies to promote programs and activities. 

  3.    Coordinate R&E’s efforts to reduce food waste and improve opportunities for food donation. This will include collaboration with external partners, coordination of grants and incentives, design and implementation of pilot projects, tracking and analyzing program outcomes, and reporting results. 

  4.    Work closely with R&E and County staff to develop and implement effective food waste prevention and food recovery messages, best practices, strategies, and other resources by utilizing community engagement strategies and collaborating with stakeholders.  

  5.    Develop, coordinate, and implement new R&E joint activities. Work closely with R&E and County staff, as well as external partners and vendors, to effectively implement new programs while building relationships, collecting and analyzing data, evaluating goals and outcomes, and reporting on all results. New joint activities include, but are not limited to: 

    o   Business pollution prevention program 

    o   Bulky waste management efforts 

    o   Compost market development 

    o   Textile recycling and material reuse opportunities 

  6.    Provide support to BizRecycling for communications efforts, grant coordination, and other activities as needed. Also provide back-up support to BizRecycling Coordinator for all program functions.   

 

Minimum Qualifications:

Education: Bachelor’s Degree in an environmental field, community engagement, communications, behavioral sciences, marketing, education, business administration, public administration or a closely related field.

Experience: Four years’ experience in community engagement, community organizing, education, communications, outreach, program coordination, project management, public sector service delivery or a closely related field.  Preference given for relative experience in solid waste management and environmental fields.

Substitution: Post high school education and four additional years of relevant work experience can substitute for a bachelor’s degree. Master’s degree in any of the above fields may be substituted for two years of required experience.
